its useful on high Str builds and as part of the augur Set (converting spent energy into shields) and its not the most easily farmable thing (Rare Drop From Thumper Doma and a rare reward of tier 4 bounties in the plains..on only one rotation.) it's not horribly rare like some other mods, but its a pain to actively farm.
