When that cemetery becomes full, is that it?. When Banished first came out, this was the case. It was changed in 1.03 so that the individual graves would disappear after 5-7 years. Good thing, too; my first big (2000+) town was built with 1.01, and at one point I had more graves than I had living guys.

A tiny 9x9 cemetery (20 graves) takes decades to fill up, until the population increases enough to have more deaths than decaying graves per year. The minimum size for a cemetery is 7x7, so I don't know how yours is filling up so quickly. Eventually, you do have to place more cemeteries, though.
